I believe most chryslers have
the ACC key position to the left of the off position that will leave the radio on with the key still inserted.

There are power pins that are always active (in my experience), but the ECU doesn't have power (and can't be read) unless the
key is in the ON

Same problem, but another forum suggested that the
key in their 98 GC can be removed one click past the OFF
position, in the
ACC on
position.
In the 2008 - 09 Pontiac G8 and the 2011 - 13 Chevy Caprice Police Patrol Vehicle, the driver's knee can hit the
key and move it from the on
position to
ACC.
Had persistent overnight phantom battery drain for the first 6 weeks until we identified the problem as a damaged 6 stack CD player that was trying to load and eject jammed CDs all night PLUS a worn out ignition lock that allowed the
key to be removed in the «
Acc»
position.
