(1) LSUC's self - interested and conflicted management of Legal Aid Ontario (1967 - 1997); to assuage its fears of LAO's expansion to accommodate socialized law and consequentially LSUC's being removed for the same reasons that are now causing the problem — conflict of interest and refusal to innovate, which resulted in the Ontario Legal
Aid Services Act, 1998;

Aid Services Act, 1998 or through any other duty counsel or other advisory program operated by a not - for - profit organization;

Aid Services Act (1998), and which sets the framework for the current community legal clinic system in Ontario.

Aid Services Act (LASA), 1998.
The Legal
Aid Services Act, 1998, S.O. 1998, c. 26, ended LSUC's ownership and operation of the Ontario Legal Aid Plan, and in its place established Legal Aid Ontario (LAO), as a corporation without share capital, «independent from, but accountable to the Government of Ontario,» as set out in the Act (s. 3 (4)-RRB-.
(10) Another of the objects of LAO, stated in s. 4 (d) of the Legal
Aid Services Act, 1998, is, «to monitor and supervise legal aid services provided by clinics and other entities funded by the Corporation.»
And that same refusal to innovate is what got LSUC removed as the manager of LAO in 1998 by reason of the McCamus Report of 1997, which led to the Legal
Aid Services Act, 1988.
That recommendation was implement in the Legal
Aid Services Act, S.O. 1998, c. 26, s. 3 (1) of which states: «A corporation without share capital is established under the name Legal Aid Ontario in English and Aide juridique Ontario in French.»
But the beginning of the Ontario Legal Aid Plan (which became Legal Aid Ontario by way of the Legal
Aid Services Act, 1998, s. 3 (1)-RRB-, on March 29, 1967, meant many more accused persons had lawyers, which resulted in: (1) many more trials and a lot fewer guilty pleas; and as a result, (2) drastically over-crowded jails containing inmates awaiting trial; and, (3) shortages of staff in the Toronto Crown Attorney's Office.
