A few other things about inflation that are a bit odd are the importance of the goods and services that are included in the calculation basket (the UK's
CPI measure of inflation conspicuously omits housing costs for example).
Not exact matches
The
inflation target is expressed as the year - over-year increase in the total consumer price index (
CPI)-- the most relevant
measure of the cost
of living for most Canadians.
In this sense, these core
measures of inflation act as an operational guide to help the Bank achieve the total
CPI inflation target.
The Bank also monitors a set
of «core»
inflation measures that allow the Bank to «look through» temporary changes in total
CPI and focus on the underlying trend
of inflation.
To determine its cost -
of - living adjustment, the SSA uses an

The figure shows that in the first quarter
of 2017, forecasters expected that 2018
CPI would be running at 2.3 percent, consistent with the Fed's 2 percent
inflation target using the PCE
measure of inflation.
Zimstats said on Oct. 16 that «the year on year
inflation rate for the month
of September 2017 as
measured by the all items Consumer Price Index (
CPI) stood at 0.78 percent, gaining 0.64 percent» on the August 2017
inflation rate
of 0.14 percent.
The UIG, introduced only last year by the New York Fed, is a much broader
measure of inflation than the
CPI.
Since all published
measures of inflation will be affected by the tax changes, the ABS proposes to calculate a «constant tax rate
measure» for the September quarter
CPI.
These will have their main impact in the September quarter but it will be some time before the
CPI, or underlying
inflation measures based on the
CPI, will provide a clear reading
of annual
inflation unaffected by the tax changes.
Headline and Core
CPI tend to be reported on the news, however the
CPI - W is more important to retirees than these two
measures of inflation.
Over recent years, motor vehicle prices have fallen substantially, and have acted to reduce both the
CPI and underlying
measures of inflation quite noticeably.
The most popular
measure of inflation is the Consumer Price Index For All Urban Consumers, the
CPI - U for short.
Underlying
inflation measures, which, along with the
CPI, tend to produce similar average
inflation rates over a run
of years, fall into two broad categories (Table 1).
Measures of underlying
inflation, which are less sensitive to movements in the volatile components
of the
CPI, indicate that
inflation has gradually increased to around 2 1/2 per cent from its recent trough
of around 1 1/2 per cent (Graph 37).
As a result, petrol prices at the pumps have contributed significantly to
CPI inflation over the year and, to a lesser extent, have probably also contributed to some
of the pick - up in underlying
inflation measures.
The Bank's current assessment is that
inflation as
measured by either the
CPI or underlying
measures is likely to be in the upper part
of the 2 — 3 per cent target zone, once these temporary tax effects have passed out
of the calculation.
The increase in the
CPI over the latest year, at 1.7 per cent, has been held down by the effects
of the health insurance rebate introduced in early 1999, which will cease to affect the
measured inflation rate early in 2000.
The introduction
of the major elements
of the new tax system in July will lead to temporarily higher
CPI inflation in the September quarter 2000, followed by a period
of time during which reductions in various taxes flowing through to prices will reduce
measured inflation.
The tax changes will not necessarily affect the
CPI and underlying
measures of inflation to the same extent.
The large rise in the house purchase component
of the
CPI over the past year has contributed to the increase in the
CPI and to most
measures of underlying
inflation.

CPI represents a technical correction for
measuring inflation that will also achieve significant deficit reduction.
As Matthews explains, the thresholds for individual tax brackets are adjusted according to chained
CPI, a lower
measure of inflation than standard
CPI, which is used currently.
The Bank
of England has switched to targeting the harmonised Consumer Prices Index (
CPI), and the
inflation target was reduced from 2 1/2 to 2 per cent to account for the difference between the old (retail price index) and new
