The Conservatives announced, just before their party conference, that they favoured a single
assessment process for both health and social
care needs.
Key Measures Special educational
needs key measures include a single
assessment process (0 - 25) which is more streamlined, better involves children, young people and families and is completed quickly; An Education Health and
Care Plan (replacing the statement) which brings services together and is focused on improving outcomes; An offer of a personal budget for families with an Education, Health and
Care Plan; A requirement for local authorities and health services to jointly plan and commission services that children, young people and their families
need; A requirement on local authorities to publish a local offer indicating the support available to those with special educational
needs and disabilities and their families, and; The introduction of mediation opportunities for disputes and a trial giving children the right to appeal if they are unhappy with their support.
For those with more complex
needs a coordinated
assessment process and the new 0 - 25 Education Health and
Care Plan (EHC) will replace statements and Learning Difficulty
Assessments (LDAs).
The key points from each strand are highlighted as follows: Early Identification and support • Early identification of
need: health and development review at 2/2.5 years • Support in early years from health professionals: greater capacity from health visiting services • Accessible and high quality early years provision: DfE and DfH joint policy statement on the early years; tickell review of EYFS; free entitlement of 15 hours for disadvantaged two year olds • A new approach to statutory
assessment: education, health and
care plan to replace statement • A more efficient statutory
assessment process: DoH to improve the provision and timeliness of health advice; to reduce time limit for current statutory
assessment process to 20 weeks Giving parent's control • Supporting families through the system: a continuation of early support resources • Clearer information for parents: local authorities to set out a local offer of support; slim down requirements on schools to publish SEN information • Giving parents more control over support and funding for their child: individual budget by 2014 for all those with EHC plan • A clear choice of school: parents will have rights to express a preference for a state - funded school • Short breaks for carers and children: a continuation in investment in short breaks • Mediation to resolve disagreements: use of mediation before a parent can register an appeal with the Tribunal
Combinations of such trends would
need to be developed through a collaborative
process including experts in integrated
assessment modeling, impacts and adaptation, and other relevant disciplines, with
care taken to ensure the internal consistency of pathways taken as a group, keeping in mind the intended part of the space of future challenges to adaptation and mitigation to be covered.

Where there are specific child protection concerns resulting in action under section 47 of the Children Act, careful consideration should be given to how closely the
assessment processes across education, health and
care can be integrated, in order to ensure that the
needs of vulnerable children are put first.
The goal of the
assessment process is to provide both the health
care team and the psychosocial professionals involved with a clearer picture of the
needs and strengths of children and families who require Targeted or Clinical * level interventions.
