In Los Angeles,
charters enjoyed a growth spurt during the mayoral tenure of Antonio Ramón Villaraigosa, but now that he has left office, the
school board is putting the brakes on, closing two successful
charters — on the grounds that they did not contract with the
district for their special education services.

School District to the Orleans Parish
School Board.
On the upside, new
charter -
school legislation is making its way to the governor's desk; it would enable the state
board of education to authorize
charter schools rejected by local
school districts.
In 26 states (including 10 of the 12 states above), the initial decision by a local
school board to deny a
charter school application may be appealed to the state
board of education or another institution, thus curbing
school districts» control over the approval of
charters even where
school districts are given a role.
The

boards of education challenging their
charters, creatures of the state «authorized to maintain» public
schools.
By contrast, in 23 states, many institutions can approve
charter schools, such as the state
board of education, universities, a specially designated state
board for
charter schools, or local

And fourth, it appears to be taking my colleague Heather Staker's advice to heart by working closely with its
charter school boards and
district partnerships to better align its outreach and enrollment to the students who are best suited for success in full - time virtual
schools.

Third, and most interesting, there is diversity in the suppliers of K — 12 public education: the Orleans Parish
School board oversees a number of traditional public
schools and
charters; the state
board of education authorizes several
charters; and the Recovery
School District (an entity created before Katrina to assume control of failing city
schools) manages both
charters and traditional public
schools.
Institutional players — teachers unions,
school boards, and state and
district administrators — frequently petition state leaders for
charter caps and reduced
charter funding and vigorously oppose alternative authorizers and facilities aid.
Louisiana has decided that all New Orleans
charter schools now overseen by the state's Recovery
School District will be placed under the control of the local school

If done well, this initiative could be a real breakthrough, giving some innovation
schools the same autonomy that
charters enjoy, along with a
board to shield them from
district mandates and politics.
A governor who enacts a
charter law may find that no
school board will actually authorize such
schools or allow them access to empty buildings owned by the
district.
