While Washington debates about whether to get serious on our
climate and energy policies, Beijing this week released
China's five - year
energy development plan, laying out an ambitious «all of the above» strategy that where lacking in specifics more than makes up for in vision (the plan, in Chinese;
and Google translated).
It's quite easy these days to find yourself muddled over
China's
energy policy: it often seems to amount to tackling domestic pollution
and climate change, but chasing lucrative contracts abroad, despite the environmental impact.
«There's growing external pressure on
China and also its own problems with
energy and the environment,
and these factors are coming together to make it more active
and focused on
climate change,» said Goerild Heggelund, an expert on Chinese
climate change
policy at the Fridtjof Nansen Institute in Norway.

China's domestic
energy policy has transformed over the last several years to incorporate
climate - friendly goals — increased
energy efficiency
and a greater contribution of non-fossil fuels to its
energy mix — this opportunity is already becoming a reality, especially as the United States advances comprehensive
climate policy.
However,
China's willingness to translate its existing domestic
energy conservation goals, often discussed in terms of amount of
energy consumed, into a metric that is consistent with the language of international
climate policy, i.e. carbon emissions, is the clearest signal yet that
China is willing to take on responsibilities that are commensurate with its resources
and global emissions impact.
