A couple of things
in this case make a difference: only a multimeter with high impedance (to get the
voltage I saw you'd need 100k — 1M
in the
circuit; that's more like a broken wire closed by dirty water); multiple earths showed the same reading, including those which also serve working

With no other path to ground
