The latest report from the New York
City Charter Schools Evaluation Project compares the academic performance of charter school students with that of their peers who attempted to enroll in charter schools but were not selected in a random lottery.
They are, respectively, principal investigator and project manager of the New York
City Charter Schools Evaluation Project.
The 60 charter schools operating in New York City have provided a unique opportunity for the New York
City Charter Schools Evaluation Project, of which we are a part, to conduct a randomized field trial of the impact of charter schools on student achievement.
Not exact matches
But many of his proposals — such as toughening up
evaluation systems teachers barely agreed to in the first place, firing teachers with bad ratings, tying tenure to
evaluations, and increasing the cap on
charter schools — are sure to be met with ire from politically powerful state and
city teachers union.
At nearly the same time, about a thousand members of the
city teachers union arrived in Albany to rally for more education aid and against Cuomo's plans, which include tougher teacher
evaluations and more
charter schools.
Making teacher
evaluations more dependent on test scores, reforming tenure and adding
charter schools in the
city were all priorities of StudentsFirstNY and became significant pieces of the governor's agenda for the 2015 legislative session, which he announced in his State of the State speech on Jan. 21.
StudentsFirstNY, a group that promotes
charter schools, stricter teacher
evaluations and changes to teacher tenure, has spent more than $ 500,000 to run its own advertisements in New York
City and Albany supporting Mr. Cuomo's plans.
Mayor Bloomberg in his State of the
City address on Jan. 12 proposed merit pay for teachers, vowed to step up efforts to remove ineffective teachers, blamed the union for the breakdown of negotiations over a teacher
evaluation system in 33 restart and transformation
schools and announced that he would open 50 new
charter schools in the next two years.
In sum, in the largest lottery - based
evaluation of
charter schools to date, we find that
charter schools in New York
City are having positive effects on the academic progress of the students who attend them.
According to a rigorous Harvard
evaluation, every year Jefferson students gain two and a half times as much in math and five times as much in English as the average
school in New York
City's relatively high - performing
charter sector.
But student - level data on Arizona's
schools have not been made widely available, so the state's
charters have not been subject to the kinds of impact
evaluations that have been completed in states such as Florida and North Carolina and
cities such as Boston and New York.

Research shows that career pathways can improve teacher
evaluation procedures and improve student achievement.13 For example, research from the Emerging Leaders Program — a job - embedded teacher leadership development program — shows that with high - quality training, teacher leaders can quickly improve achievement among students in high - need
school districts in places such as New York
City, the District of Columbia, and Shelby County, Tennessee.14 Likewise, student achievement growth in
schools implementing Teach Plus» T3 Initiative — a teacher - designed turnaround model that trains and supports teacher leaders to improve
school outcomes and transform
schools — is consistently more than double that of area district and
charter schools.15
As the largest inner
city district, it would be the most affected by any legislation authorizing state - funded vouchers, changes in
charter school rules, and new
evaluation standards for district teachers.
