Governments that have adopted BSL — such as the Montreal
City Council, led by Mayor Denis Coderre — target specific breeds (primarily «
pit bull - type» dogs) by imposing restrictions on
owners or simply banning them outright.
Unfortunately many of the
pit bulls and
pit bull mixes you would come across in
city shelters or similar locations, have been bred, kept and trained as fighting dogs, or were kept as guard dogs by drug dealers to be aggressive to any humans other than their
owners.
A letter sent by the
City of Montreal dated August 21, 2017 gave 520
pit bull owners, who either failed to comply with all the requirements to register their dog or didn't complete all requirements for registration, four weeks to either get rid of their or face legal action.

We at KCDA keep hearing stories of animals getting confiscated from
owners due to inadequate housing (even though Spay / Neuter Kansas
City's outreach program has free dog houses available to needy families), animals confiscated from
owners because they are not altered under the mandatory spay / neuter ordinance for
pit bulls, and others that are confiscated because they can not afford the fine associated with having not licensed their dog.

The
city of Montreal has sent form letters to as many as 500 local
pit -
bull owners telling them that because their applications to keep their dogs are incomplete, they have four weeks to find their dogs new homes in towns where the breed isn't outlawed or surrender the dogs to animal shelters.
The decision comes in the wake of the Canadian
city's move to ban
pit bull - type dogs and impose harsh conditions on current
owners - a decision that, while officially passed by the
city council in October, is currently being challenged in court.
The decision couldn't have come a moment sooner for dog
owners in the
city, as well as dogs considered to be
pit bulls in its shelters.
All
owners, keepers or harborers of licensed
pit bull dogs shall provide within 10 days of the effective date of the ordinance codified in this chapter to the
city clerk two three - by - five - inch color photographs of the licensed animal clearly showing the color and approximate size of the animal.
It shall be unlawful for the
owner, keeper or harborer of a

The ordinance allows an
owner a one time 48 hour period to remove the dog from Yakima if animal control issues a notice that the dog is a
pit bull kept in the
city in violation of the law.
On May 20, the
city of Little Rock began enforcing its breed specific legislation that requires all
owners of «
pit bull» type dogs to license (at a $ 150 fee), microchip, vaccinate, spay / neuter their dogs, and keep them confined by a fence or in a structure.
