In 1992, Tom was appointed by the Minister of Labour as part of a three - person
panel to
review and propose revisions to the BC Labour Relations
Code.
Under the added chapter to the
code, plaintiffs must obtain an opinion from a
review panel prior to filing their case in court.
The
panel may decide to add the new
code or revise an existing
code, refer the suggestion to committee further evaluation, postpone the
review to the next meeting or reject the item altogether.
The decision of the
panel (or Executive Committee) shall be final and binding and shall not be subject to further
review by the full Committee or the full Board of Directors, except as otherwise provided in the
Code of Ethics and Arbitration Manual.
