The commissioning of
academies is currently undertaken by two separate bodies: the Education Funding Agency (EFA), which is an executive agency of the
DfE responsible for funding schools, and the Schools Commissioner
Group (SCG), which is part of the
DfE responsible for matching schools to
academy sponsors.
Mr Herrington previously worked as director of the
academies group at the Department for Education (
DfE)-- though when asked about this, he downplayed the advantage this would give him in the role.
However, the document also reveals that at the same time the
DfE is planning to save 15 % from its young people's and maintained schools
groups budget «so that its increasing stock of
academies and free schools can be managed».
In a letter seen by Schools Week in September, schools minister Lord Nash said that any final decisions about the outsourcing would be for Education Secretary Nicky Morgan to decide, despite the fact Dominic Herrington, the former director of the
DfE's
academies group and now South East England and South London Regional Schools Commissioner, had told MPs in February that it was a matter for the board of trustees, not the
DfE.
Janet Downs, co-founder of campaign
group the Local Schools Network, said: «The education select committee has previously said the
DfE needs to be far more open about the implementation of the
academies programme.
