The new law sets forth a statewide dangerous dog law, and specifically prohibits regulations based on breed alone.

Before the summer recess, there were over 100 amendments that were offered for the puppy mill bill, H.B. 2525, a comprehensive overhaul of the Dog Law as applied to commercial dog breeders,  as breeders, the state farm bureau and the Pennsylvania Veterinarian Medical Association worked to defeat it.Â

The Dog Law currently applies to breeders with 26 or more dogs.

Though Pennsylvania has an extensive Dog Law and a bureau devoted to dogs, the puppy mills remain crude operations where dogs live in deplorable, torturous conditions.

Breed - specific legislation is a type of dangerous dog law.

And, there is momentum to pass these laws which would require improvements in commercial dog breeding operations, particularly after Oprah's show on the subject and tragically, the shooting of 80 dogs this summer by puppy millers intent on avoiding criminal charges by the Dog Law Enforcement Bureau.

Governor Ed Rendell, the Dog Law Enforcement Bureau and animal welfare advocates hope to capitalize on the public awareness and sympathy to pass the bills in the little time remianing in the legislative session.   Â

Another bureaucracy in a state that already has a Dog Law Advisory Board and a Bureau of Dog Law Enforcement.

Jessie L. Smith, special deputy secretary, Dog Law Enforcement, said, «Under current law, a kennel owner can choose to confine dogs in small, stacked, wire - floored cages with no heat, no opportunity for exercise, and no routine medical care.

Do we need a Vicious Dog Law?

The auctions serve as a major distribution channel for buyers and sellers from 15 states, many of whom have long standing, repeated violations of the Animal Welfare Act and / or have been convicted of animal cruelty: > Wanda (McDuffee) Kretzman of Minnesota, who has been issued multiple citations by the USDA > Kathy Jo Bauck of Minnesota and Lanzie «Junior» Horton of Ohio, who have been convicted of animal cruelty > Daniel P. Update Sept. 29, 2008: Â The Pennsylvania Senate Agriculture and Rural Affairs committee has passed the puppy mill bill, H.B. 2525, but with two packages of amendments that, according to one member of the Dog Law Advisory Board, «water down» the proposed law.

No matter how distressing this is, it is completely legal under the current Pennsylvania Dog Law and regulations.

Update May 14, 2008: Â Pennsylvanians — and their dogs — came to the Capitol today for a rally to hear more about the overhaul of the state's Dog Law, proposed amendments aimed at improving conditions for dogs trapped in puppy mills.

Also, write or call Gov. Ed Rendell and email Jessie Smith, Chief of the Bureau of Dog Law Enforcement, [email protected]  and tell them that you don't support the Senate amendments to H.B. 2525 and ask them to stop the amendments and work to pass H.B. 2525 in its original form as it passed the House of Representatives.

Fred Kray, an attorney specializing in dog law, says that even in cases where owners provide for their pets» care, instead of their killing, those wishes may be overlooked.

«It's politics,» said Lantz of the proposed regulations and the stepped up enforcement of the dog law.

The shooting incensed people across the state, dramatizing the need for better protection of puppies, says Jessie Smith, Pennsylvania's special deputy secretary of dog law enforcement.

Whether it's passing ordinances to ban the sale of pet - shop dogs, staging puppy mill raids, or pushing to toughen the national dog law, the efforts of animal - welfare groups are the best hope for dogs.

A few weeks ago, just after the new state dog law went into effect, Pennsylvania dog breeder Marcus Lantz made what he said was a simple business decision.

«Our goal is to have another organization in place as soon as possible to provide animal shelter services to the Lancaster community and to continue providing PA Dog Law compliance services to the City and the municipalities currently contracted with the LCSPCA,» Hopkins said.

The board was charged under the dog law with establishing adequate flooring, lighting and ventilation requirements for large kennels.

Rendell had fired all 14 members of the state Dog Law Advisory Board and appointed new ones.

Now those proposals are facing widespread opposition from the same groups who fought the dog law last year: the PVMA, the Pennsylvania Farm Bureau, the Pet Industry Joint Advisory Council, which represents pet stores, the Sportsmen's Alliance, Republican members of the House Agriculture Committee and Sen. Michael Brubaker — chairman of the Senate Agriculture Committee - whose committee created the board to appease the aforementioned groups in 2008.

But just five years after it took effect, Missouri's dog law seems to have lost its teeth.

In Oregon we helped pass a landmark dangerous dog law and in Monroe County, Florida, we worked with residents and local government to replace an unenforceable $ 500 intact animal fee with a $ 35 fee, removed arbitrary restrictions on animal limits, and made other changes that vastly increase chances for compliance and cultivate goodwill and cooperation between citizens, lawmakers and animal control officials.

By contrast, following Winnipeg's enactment of a breed - neutral dangerous dog law in 2000, pit bull bites remained low and both Rottweiler and total dog bites decreased significantly (Winnipeg reported bite statistics, 1984 - 2003).
