a. Develop training on animal cruelty and the link between cruelty and domestic violence
for law enforcement personnel; b. Expand the current ACO training curriculum; c. Train and educate judges, appropriate court personnel, and prosecutors about animal cruelty; d. Educate veterinarians about recognizing animal cruelty and understanding current law; e. Create a state multidisciplinary team
for animal hoarding that would develop an emergency response
system and oversee a task force to focus on
early intervention of hoarding including mental health counseling in all animal hoarding cases; and create a Department of Mental Health and Department of Corrections forensic assessment protocol
for early intervention, sentencing, treatment, and rehabilitation; and f. Develop and promote animal cruelty prevention, identification, training and screening tools among pet service providers, associations, and the commercial pet industry.
When it comes to managing L&D, many of the practical
interventions suggested — insurance, social safety nets,
early warning
systems — are familiar territory
for disaster risk managers.
Of all the changes that may flow from this Inquiry, my hope is that this will be the lasting legacy — provision of universally available, community - based
early interventions that will not only support healthy development of children and their families, but in doing so, will also reduce the future demand
for services provided through the child welfare
system.
BUILD Illinois played a key role in developing a process
for implementing an
early intervention screening and referral
system for intact families with children from birth to age three with substantiated cases of abuse in neglect.
Strategies
for integrating mental health services and supports are offered, with a focus on Part C (
Early Intervention)
systems.

There have been calls
for new public health models of
interventions to enhance
early child development within existing healthcare
systems.74 As shown in our review, however, the current evidence base
for interventions delivered to all families is lacking.
Transition to school is seen as one of the best stages in a child's life to measure child development and well - being.12 — 14 Research has established that children at higher risk
for suboptimal development can be better prepared
for initial success at school through
early childhood education, family support, paediatric and allied healthcare
interventions and child health programmes.15 When children come to school with the developmental capacity to take advantage of the education
system, coupled with a high - quality education
system, the initial positive effects persist into adolescence and adulthood.15
We present comprehensive data on autonomic nervous
system (ANS) and HPA axis reactivity from the Bucharest
Early Intervention Project (BEIP), the only randomized controlled trial of foster care as an alternative to institutional rearing
for abandoned children, to address each of these challenges.
The initiative targeted three components of service delivery: screening and identification of at - risk families through three pathways within and between the Part C
early intervention system and the maternal and child health care
system, referrals
for those identified as being at risk, and engagement in relationship - based services in both the Part C
early intervention and behavioral health
systems.
Thus, this study adds to the small body of literature in children that demonstrates both biological and behavioral outcomes from
early intervention with preschoolers at risk
for psychiatric disorders.20, 48 Together these studies underscore the plasticity of the HPA
system in young children and suggest the potential
for early intervention across biological and behavioral domains.
