Education, the Hispanic
Council for Reform and Educational Options, and the American Federation for Children argue that the Blaine Amendments were «motivated by bigotry» and «present an obstacle to the provision of high -
quality educational opportunities for millions of American schoolchildren» that must be removed in order «to vindicate our nation's sacred promise of equal educational opportunities.»
