One of the hottest tickets was a session led by Charlotte Danielson, the architect of a teacher -
evaluation model being used in a majority of New Jersey school districts as part of the
state's new tenure - reform law, which aims to hold teachers more accountable
for student performance.
But it's a lot less than in the
state's
model, where assessments are worth up to 50 percent of the final
evaluation score
for teachers whose students take standardized tests.

Within a series of prior posts (see,
for example, here and here), I have written about what the Every Student Succeeds Act (ESSA), passed in December of 2015, means
for the U.S., or more specifically
states» school and teacher
evaluation systems as per the federal government's prior mandates requiring their use of growth and value - added
models (VAMs).
I also argued (but this was unfortunately not highlighted in this particular article), that I could not find anything about the New Mexico
model's output (e.g., indicators of reliability or consistency in terms of teachers» rankings over time, indicators of validity as per,
for example, whether the
state's value - added output correlated, or not, with the other «multiple measures» used in New Mexico's teacher
evaluation system), pretty much anywhere given my efforts.

And parents don't know that our district will be the
model for all others — because we do it best — we will collect SSP data in the form of social and emotional surveys, we will change our curriculum to socially engineer our children with social and emotional instruction without parents suspecting a thing, we will assess and survey up the wazoo about academics, school climate, cyberbullying, etc. while willing parents stand by, we will enhance our teacher
evaluation program and refine it into a well - oiled teacher manipulation machine, and since our kids would do well no matter what because we have uber - involved parents, it will look like everything the Administrators are doing at the
State's recommendation causes the success.

New Jersey joins Washington and Michigan on the list of
states that have selected CEL's 5D + Teacher
Evaluation Rubric as a national
model for use and testing by school districts.
Tennessee,
for instance, has a statewide teacher
evaluation model that each district is required to adopt; in contrast, Colorado, which emphasizes local control, provides flexibility
for districts to either adopt an optional
state model in whole or in part, or develop their own
evaluation.
The report also describes how two
states, Illinois and Delaware, have approached

As part of this drive, the
State Board of Education adopted a
model framework (Arizona Framework
for Measuring Educator Effectiveness)
for teacher and principal
evaluation that includes quantitative data on student achievement.
When grounded in agreed - on standards
for teaching — such as the recently revised Interstate Teacher Assessment and Support Consortium (InTASC)
Model Core Teaching Standards — and developed in ways that overcome the challenges cited,
evaluation can be an effective lever
for state and local policy.
School ADvance is currently included or under consideration
for inclusion in other
state evaluation models outside of Michigan.
It began using the Common Core a year before the
state required it of districts; it was one of the first to revamp its teacher
evaluations, and it went a step further, tying those
evaluations to a new compensation
model designed by teachers themselves; and in preparation
for the new Common Core - aligned tests, it held training sessions on top of those that the
state provided.
The
state only defines rating requirements
for districts that can not agree on an
evaluation system and therefore must adopt the
state model, which requires student growth to comprise 50 percent of a teacher's overall rating.
In this way the Marzano Teacher
Evaluation Model prepares students
for the complex thinking skills called
for in the new Common Core
State Standards.

evaluations that just came out; it received a D. Under the VAM
model, the
state awarded that school — and Cook's school, by default — 10 points out of 100

Importantly,
states were required to spend at least three - quarters of the federal funds on home visiting
models that met federal standards of evidence - based effectiveness.1 As many policy scholars have noted, that a national initiative brought the importance of evidence - based practice to the forefront of public policy is a triumph
for social science and demonstrates the importance of rigorous program
evaluation.2 With that triumph, however, comes a responsibility to ensure that the public's expectations
for success of these programs are consistent with what researchers understand about the empirical evidence — will the same positive outcomes found in programs» randomized controlled trials emerge when those programs are taken to scale?
These include partnering with
states to provide evidence - based home visiting services to at - risk families, working with tribal communities to implement culturally competent home visiting programs, and developing a mechanism to systematically review the evidence of effectiveness
for home visiting program
models and to conduct a national
evaluation of the MIECHV program.
Evaluations of home visiting programs show that MIECHV - funded services are associated with lower rates of domestic violence in a variety of contexts.42 For example, several evaluations of the Nurse - Family Partnership (NFP), an MIECVH - funded home visiting model operating in 42 states, showed that families who participate in the program across different locations were less likely to report domestic violence.43 In one study, about 7 percent of participating families in NFP reported experiencing domestic violence, compared with nearly 14 percent of nonparticipating

Her current projects are an
evaluation of an early learning and literacy initiative funded by the McKnight Foundation in Minnesota, a feasibility study of using the Pay
for Success
model to fund preschool quality enhancement in Minnesota, and an
evaluation of a newly implemented centralized system of supports
for evidence - based home visiting programs in Washington
State.
