evaluation is required to be conducted within a restrictive time frame and results of the
evaluation need to be included in the final

Several independent
project evaluators commented on male engagement, or lack of male engagement, in their final
evaluation reports, with most indicating approval of male engagement to promote or support EBF.
We do not know how effective the
reported male engagement strategies were in engaging men because this type of analysis was not conducted as part of the
project evaluations.
In the
report, the comptroller's office recommends improving accuracy of job data projections, improved transparency, creation of set criteria to allow objective
evaluation of
projects on a cost / benefit basis, and the inclusion of a provision that would allow tax dollars to be reclaimed if a
project failed.
