(c) The Department will disseminate information about and promote the use of promising practices and innovative
programs to meet the needs of
exceptional students and eligible young
children.
(1) Services and
programs planned, developed and operated for the early identification and evaluation of each
exceptional student, including early intervention for eligible young
children.
(5) The student is beyond the sixth grade and thought to be eligible, the student attends a nonpublic school and is thought to be
exceptional or the young
child thought to be eligible is not yet of kindergarten age or not enrolled in a public school
program.

It is the intent of the Board that
exceptional students and eligible young
children be provided with quality special education services and

Technology can often be used to facilitate twice
exceptional children, reducing or eliminating the differences that might otherwise prevent them from participating in gifted education
programs.
Dr. Daniels also personally oversees the individualization of
programs for
children as needed, including grade - skipping, subject skipping, virtual school, off - campus higher schooling, and accommodations for twice
exceptional students.

As long as we skim the cream off the top for placement into our gifted
programs, we are tragically overlooking our gifted
children who are twice -
exceptional, who may be underachievers or those who care more about learning than educational achievement and output.
The stated goal of the Inclusive Early Education Expansion
Program is to «increase the availability of inclusive early education and care for
children aged 0 to 5 years old» in order to boost school readiness and improve academic outcomes for
children from low - income families and
children with
exceptional needs.
This
exceptional population of
children is often underserved by traditional educational
programs.
Research Problem: In 2000, North Carolina
children from poverty and minority groups were under - represented in gifted
programs and over-represented in
exceptional children categories and the problem has continued over a period of years.
If the
exceptional talent is in a non-academic area such as music or art, the
children may not be identified as gifted by the school because most testing for gifted
programs is based on academic ability or achievement.
Dr. Scannella, a former principal, assistant principal, director of curriculum and psychotherapist, is the author of a number of notable projects and texts including Sending the Right Signals, a
program to eliminate sexual harassment; co-author of The
Children We Share, a
program for parents and principals, and the author of Changing Student Behavior: Comprehensive Learning and Interventions for Correcting Kids and Successful Interventions for Today's
Exceptional Kids: Cultivating a Passion for Compassion (Rowman & Littlefield, publishers).
The ERIC / OSEP Special Project was funded under a three - party contract among The Council for
Exceptional Children (CEC), the Office of Special Education
Programs (OSEP), and the Institute of Education Sciences (IES), U.S. Department of Education.
The new
