act quickly to limit their ghg emissions to levels that constitute their
fair share of safe global emissions.
The European Union as a whole has committed to only one fifth of its
fair share based on science and on its responsibility and ability to
act.
Arguments in opposition to action on climate change based upon the claim that the United States
acting alone will not significantly reduce the threat of climate change fails any ethical test because all nations have a duty to
act to reduce their emissions to their
fair share without regard to what other nations do.
That is, although it may be in everyone's interest if the United States encourages others to make ghg emissions reductions commitments, the United States may not refuse to reduce its emissions to its
fair share of safe global emissions on the basis that others have not
acted.
And so, if some nations are not willing to reduce their emissions to levels consistent with what justice requires of them, no nation, including the United States, can refuse to reduce its emissions to its
fair share of safe global emissions levels on the basis that others won't
act.
Because no nation may ethically use as an excuse for non-action on climate change that it need not reduce its greenhouse gases to its
fair share of safe global emissions until other nations
act, nations will continue to inappropriately refuse to
act on the basis that other nations have not
acted.
For these reasons, the United States may not refuse to reduce its emissions to its
fair share of safe global emission because not all nations have
acted accordingly.
Implicit in this justification appears to be the unstated assumption that no nation need to reduce its greenhouse gas emissions to its
fair share of safe global missions until other nations
act accordingly.
In simple terms, a
fair share approach would balance the responsibility of a country with its capacity to
act and give consideration to the right to sustainable development.
And so, the United States, along with other high - emitting nations, must
act now because it can not make a credible case that US ghg emissions are already below the US's
fair share of safe global emissions levels.
These rules, which are contained in the Family Law (Scotland)
Act 1985, are designed to ensure
