The well - publicized lawsuits by former players against the N.F.L., the suicide of Junior Seau, a «Chicken Little - sky is
falling» mentality by some prominent
concussion experts and former athletes, some of whom suggest that the
sport is simply too dangerous to be played at all at the youth level, and continuing research on the short - and long - term effects of

It is important to keep in mind that a
concussion can happen in almost any
sport in which a collision can happen, so even a tennis player can get a
concussion if he trips,
falls, and hits his head on the tennis court.
Most of the time,
concussion testing in youth
sports falls to volunteer coaches or parents with little if any medical experience.
As a result, even if a private
sports program that uses town fields, rinks, diamonds, or courts is required to comply with state mandates regarding
concussion safety, I believe that there is a huge
sports safety gap which, absent voluntary implementation by a private
sports program of youth

fall as part of our SmartTeams ™ program, can and should be filled by a municipality by exercising its power of the permit.
