While I think that explanation is a little ridiculous, one of the flaws about the freeplay mode is that you have to beat the main campaign first in order to unlock all the 33 different levels, which again brings me to the point about having a good strategy (or read a good guide).
This is a pretty good guide as well however, I wish Prima guides would still publish hardcover guides for ALL of the LEGO games so that us OLD folks who need trifocals to read, die numerous times, AND have to reread instructions several times could simply do it by going back a few pages and going one paragraph at a time AND have both regular AND free play modes in front of us, side by side..
