Capt. Toad no idea, maybe in between Hyrule Warriors and Bayonetta since both of those games gather to more «hardcore» and «mature» audiences, so Capt. Toad would fill the gap for the more «conventional» Nintendo fans.

Although Koei Tecmo are involved, it is Nintendo who call the shots with both Hyrule Warriors and Fire Emblem Warriors, so if they desire to go the fan service route and include a DLC pack, or a free update that consists of the Champions and their associated weapons, then it is entirely their decision to make.
