I have no financial relationship with LightningSource, and I have never been a client of theirs (although several of my clients have worked with them), but I do appreciate the fact that the company distributes through Ingram; insists that you use your own imprint and
ISBN number (they don't offer you any other option); doesn't require exclusivity; and — last
time I checked — charges only about $ 75 to set up an account.
Lulu also reserves the right to (1) reserve a portion of the back cover of a book of any published Content for placement of a unique identifying
number and barcode (this
number may be the Content's
ISBN number, if an
ISBN number is assigned), and (2) delete Content from Lulu's database after a defined period of
time, as set forth in the then current policies of Lulu.
And remember that although buying a larger block of
numbers may sound expensive (in fact, it may make the purchase of
ISBNs your third or fourth largest publishing expense) you'll be living with the results for a long
time.
Bowker (the entity that dispenses
ISBN numbers) released statistics this past June indicating that ten
times more titles are being published by independent publishers than traditional publishers.

time you should purchase your own
ISBN numbers is if you plan on having your own publishing imprint or publishing company, or if you plan to publish your print book outside Amazon (where you will need your own
ISBN).
ISBNs are available as singles, 10's, 100's or 1000
numbers at a
time.
Anybody could make up a new
numbering system at any
time, with more usefulness — such as embedding the ebook in a blockchain to establish copyright ownership — and then
ISBN would be useless.
