On
Indigenous welfare issues in general (including
child welfare) the next scheduled intergovernmental meeting of Community
Services Administrators is to address the question of coordination and cooperation (as discussed earlier under «health
care»).
The continued failure to adequately fund Aboriginal Legal
Service's and Family Violence Prevention Legal
Services especially when incarceration rates are escalating is particularly puzzling, as is the lack of any specific response the numbers of
Indigenous children going into
care.
Attending to this situation must include culturally - appropriate measures that ensure
Indigenous people participate in decision - making, and build capacity in out - of - home
care agencies, planning and support for our
children in
care: in short, a culturally competent,
child ‐ centred and family focused
services system.
Indigenous children are over-represented in
child protection — they are seven times more likely to come to the attention of these
services and 10 times more likely to be in out of home
care
Indigenous health and education advocates like the Secretariat of National Aboriginal and Islander
Child Care (SNAICC) have been warning for nearly a year that crucial Aboriginal and Torres Strait Islander
services are at risk in the Federal Government's overhaul of childcare funding, and have written to every Federal Minister urging them to step in.
Each registry will compile and maintain a list of local
Indigenous resources and support
services, including
Indigenous legal
services, family violence, counselling and
child care services, and other relevant
services, that will be made available on the Courts» website and to the National Enquiry Centre (NEC) for
Indigenous clients of the Court.
Indigenous children in Canada remain «significantly under - served» by health
care services.
Out - of - home
care for
Indigenous children is a key area where the
service models could also be significantly improved.
Recommendation 33b: That government funding for
