The Media and
Indigenous Policy project has investigated why it is so hard for a diversity of voices to be heard in mainstream media debate, and why policymakers, from political leaders to public servants, seem only to listen to those who dominate mainstream media coverage.

For example, the Committee on Economic, Social and Cultural Rights urged State parties «to consult and seek the consent of the
indigenous peoples concerned prior to the implementation of timber, soil or subsoil mining
projects and on any public
policy affecting them, in accordance with ILO Convention No. 169.
A human rights based approach regards capacity building in
Indigenous communities as essential to facilitate their equal and meaningful participation in the planning, design, negotiation, implementation, monitoring and evaluation of
policies, programs and
projects that affect them.11 Furthermore, it recognises that governments and the private sector have a role in assisting
Indigenous peoples in this regard.
The Ministerial Taskforce Charter outlines the government's long term agenda for
Indigenous policy while at the same time focusing on the strategies to be put in place urgently to improve outcomes.23 As the Minister for Immigration and Multicultural and
Indigenous Affairs, stated «every dollar spent on
Indigenous projects and services must contribute to improved outcomes».24 The Ministerial Taskforce Charter stresses the urgency of improving social and economic well being for
Indigenous Australians focusing on housing, health, education, employment, family violence, increasing economic development, improving community safety, and law and justice.
The ongoing suicide crisis in remote Aboriginal communities also remained in the news, with a major new report from the Aboriginal and Torres Strait Islander Suicide Prevention Evaluation
Project (ATSISPEP) expected to call for a radical rethink in
Indigenous mental health
policy to place Aboriginal and Torres Strait Islander people at the centre of care.
My Office will focus particularly on how the lessons from such
projects, and the COAG trials, are informing
policy to ensure appropriate engagement with
Indigenous peoples.

There is a need for governments, the private sector, civil society and international organisations and aid agencies to support efforts to build the capacity of
indigenous communities, including in the area of human rights, so that they may participate equally and meaningfully in the planning, design, negotiation, implementation, monitoring and evaluation of
policies, programs and
projects that affect them.

Indigenous Community Governance
Project (the Governance
Project)[192], conducted by Reconciliation Australia and the Centre for Aboriginal Economic
Policy Research, which stated:
