Most Indigenous leaders, however, criticised the debate's focus on the communal and inalienable tenure of Indigenous land for obscuring the real factors in Indigenous poverty in remote areas such as illiteracy, poor health, inadequate housing and basic infrastructure like sewerage, roads and communications as well for elevating the economic value of the land at the expense of its spiritual and political importance to Indigenous people.

It is through his inclusive and respectful communication that the Alliance has grown from 12 to 36 Member Bodies representing health consumers, medical and allied health care professionals, nursing, service providers, health educators and researchers, students and the Indigenous health sector.

In Aboriginal health research, there is a legacy of mistrust of researchers, who have often made false assumptions and misunderstood the values and practices of Aboriginal and Torres Strait Islander cultures by approaching them through their own cultural lens.1 There are ongoing concerns from Indigenous peoples that communication by researchers is poor, consultation is inadequate, values are violated by inadvertent cross-cultural insensitivity, and the research often fails to benefit the community.1

This collaborative action would see the Minister for Rural Health working closely with colleagues in several other portfolios: Nigel Scullion (Minister for Indigenous Affairs); Michaelia Cash (in her capacity as Minister for Women); Fiona Nash (now Minister for Regional Development and Regional Communications); his portfolio colleague Ken Wyatt (Assistant Minister for Health and Aged Care); Jane Prentice (relating to disability services); Zed Seselja (multicultural affairs); and Karen Andrews (in relation to her responsibility for vocational education and skills).
