of the scandals that led to the arrest and conviction
of both
leaders of the
legislature on corruption charges, though he
did say 2015 was a «tough, ugly» year on many levels.
Donaldson, minority
leader of the
legislature, contended that Quigley, 21, a college student in Connecticut until May 10,
did not live at 60 Orchard St. in the legislative district but rather at his parents» home in the Town
of Ulster at the time he circulated nominating petitions during June.
Cuomo said local government
leaders do have the power to override the cap, if a 60 percent supermajority
of the members
of a city council, town board, or county
legislature agrees to override it.
«These are structural issues that impact a whole variety

of rising corruption convictions, which include the indictment

of actual investigations has been low, and with the exception

of sexual harassment, the fines have been «meager» and often directed at small community organizations that don't have the money to pay the fines.
The Senate
leader insists that the governor must go through the
legislature to take this kind
of action, but he
did not rule out another wage increase.
Three quarters say the governor hasn't
done enough to try to stem corruption in the state, in a year where both
leaders of the
legislature have been arrested for running fraudulent scams, and the second in command in the Senate is currently on trial, accused
of lying to FBI agents.
House Republican
leader Larry Cafero
of Norwalk said he is not sure if the Democratic - controlled
legislature will move in lock - step to approve Malloy's agenda in the same way that it
did in 2011.
