risks useful to the majority of the human population — people in Niger and Bangladesh who face such
risks every day right now, with or without whatever
climate destabilization is coming from the ongoing buildup of greenhouse gases.
The workshop brought together policy makers, practitioners and researchers from the fields of social protection,
climate change adaptation and disaster
risk reduction and had two core objectives: to understand better how social protection can be used to strengthen the poor's resilience to
climate and natural disaster
risk in developing countries; to create a forum for cross-regional
learning about good practice for realizing the potential synergies between social protection, disaster
risk reduction, and
climate change adaptation.
Other compelling reasons to begin taking action include the potential for catastrophes that defy the assumption that
climate change damages will be incremental and linear; the
risk of irreversible environmental impacts; the need to
learn about the pace at which society can begin a transition to a
climate - stable economy; the likelihood of imposing unconscionable burdens and impossible tasks on future generations; the need to create incentives to accelerate technological development the address
climate change; and the ready availability of «no regrets» policies that have very low or even no costs to the economy.
The incorporation of
climate change adaptation into each urban centre's development planning, infrastructure investments and land - use management is well served by an iterative process within each locality of
learning about changing
risks and uncertainties that informs an assessment of policy options and decisions.

Learning Experience Overall the hearing was a disappointment, as with a few exceptions, the participating congressmen did not take advantage of the opportunity to
learn about climate change, the
risks it poses, or the best path forward to address those
risks.
Health professionals need to
learn about climate change and related
risks to be able to identify vulnerable people, such as the elderly and those with pre-existing conditions, participate in emergency responses and contribute to health system stewardship.
