The system of PPL started with paying
money to local agents for translations of each letter, and ended up with the same agents hiring girls to pose as «
brides» for photos and employing
other people to type messages.
This is the scam in which weeks of great email correspondence, from a lovely Ukrainian
bride, are followed by a sad message informing the man involved that the Ukrainian / Russian woman has lost her job and now has no
money for translator fees to write her mails in English, German or French (or any
other foreign language).
Other factors like nationalities also need to be taken into consideration as some ethnic groups have a tradition of either pinning
money on the
bride or placing
monies in an envelope as a wedding gift so the couple may spend it on building a new home or on the honeymoon.
