The teacher tests in Massachusetts and New York were developed by
National Evaluation Systems, the same company that created the controversial and doomed Alabama teacher test more than ten years ago.
The study examines the highest level mathematics, English / Language Arts, and science exams produced by the two major teacher test publishers: the Educational Testing Service (ETS) and
National Evaluation Systems (NES).
NRC panel members were particularly critical of
National Evaluation Systems (NES) for refusing «to provide the committee with enough information about its exams to evaluate them.»
Teacher licensing tests had been suspended in 1985 as a result of a lawsuit by African American educators demonstrating that the state's exams designed by

the National Evaluation System's tests, 27 use the National Teachers Exam, 43 ask new teachers to pass basic skills tests, and 32 require teachers to demonstrate proficiency in the subjects they teach.
In an attempt to curtail criticism of college - based teacher - training programs and improve the quality of their graduates, the American Association of Colleges for Teacher Education is calling for
a national evaluation system for prospective educators, as well as the development of a database that links their alma maters to pre-K-12 student performance.

With this month's newsletter theme of teacher
evaluation, I want to focus my message on the larger
national education conversation that has spawned, among other things, the effort to overhaul teacher
evaluation and accountability
systems.
Nonprofits like the

We need to move to a
system where there is a
national sampling of pupils to determine the effectiveness of the education
system and an holistic qualitative formative
evaluation at school - level.
Yet many local, state, and
national union leaders have not pressed for more rigorous
evaluation systems for fear that such
systems may result in the dismissal of additional teachers for poor performance and may strengthen the case for performance - based pay at the expense of the single - salary schedule.
