National Allocation Plans (NAP) on Carbon Markets
European environmental NGOs are calling on Member States to improve
their National Allocation Plans for the second phase, with stringent caps as well as credible and transparent allocation rules.

The trend will not improve if over-allocation of emission allowances through weak
National Allocation Plans seen in the period 2005 - 2007 continues.
EU Environment Commissioner Stavros Dimas has criticised the most recent
National Allocation Plans proposed by member states for distribution of carbon permits, as they allocate even higher emissions quotas than actual emissions in the first phase of the scheme.
These figures are based on the scope of the ETS as applicable in phase 2 (2008 to 2012), and the Commission's decisions on
the national allocation plans for phase 2, amounting to 2083 million tonnes.
National allocation plans will therefore not be needed any more.
Each installation has been allocated allowances — permits to emit over a given period — by the relevant national government according to
the National Allocation Plan.
Article 9 of the Emissions Trading Directive establishes that each Member State periodically has to develop
a National Allocation Plan (NAP).
