From May 2013, all children in Wales from Years 2 to 9 have taken national reading and numeracy tests as part to a new national literacy and
numeracy framework.
The national literacy and
numeracy framework (LNF) and national reading and numeracy tests now out for consultation are key elements of the programme.
Several reforms followed including the introduction of the national literacy and
numeracy framework for five to 14 - year - olds in September 2012, which a year later became a statutory part of the national curriculum.

We were lucky enough to get an eLearning Grant at the end of 2012 which gave us some sort of impetus to do a lot of the work in terms of development of the literacy and
numeracy curriculum, but a lot of the other work has been ongoing in terms of developing the skills gap plans and developing some of the work around what that
framework looks like and the assessment procedures that sit in and around that - so the frequency at which we're testing.

They have fallen into the trap of teaching to current curriculum
frameworks and fallen away from instructing in how to teach literacy and
numeracy.
The system consists of four integrated components: local assessments developed by local schools based on state curriculum
frameworks; a school quality review process involving periodic intensive onsite visits by teams of external reviewers; limited standardized testing in literacy and
numeracy; and, annual reporting by schools to their communities.
Unfortunately, PLTS suffered from «
framework fatigue» and was a strategy too far for most schools, coming as it did on the back of the national literacy strategy, the national
numeracy strategy, extended schools etc..
Stakeholder consultations on the student learning
framework focused on key concepts around three common understandings; One: Literacy,
numeracy and interdisciplinary learning, Two: Ways of Knowing, Student centred, personalized learning, and Three: Flexible timing and pacing in a variety of learning environments and Assessment.
