Open Government Plan v3.0, the Department outlined its approach to systematize proactive disclosures.
Since the inception of DOT's open government efforts, the Department has approached the development of
its Open Government Plan in creative ways.
Through the process described in Chapter 2, DOT identified fourteen activities, grouped into three initiatives (plus a flagship initiative) for inclusion in the 2016
Open Government Plan.
The development of the Department's
Open Government Plan is not an event.
Moreover, publication of this list meets the requirements of the Open Government Directive and DOT's commitment in
its Open Government Plan.
The model illustrated in Figure 1 highlights the goals and objectives articulated in the first
Open Government Plan and recognizes that public engagement principles build upon each other to foster effective decision - making and service delivery.

Open Government Plan, DOT has increased its use of real - time social media engagement.
Since the publication of the first
Open Government Plan in 2010, DOT has made significant strides to enhance public and stakeholder engagement.
This fourth
Open Government Plan highlights our ongoing efforts to build an effective open data program and make public engagement a core part of the way the Department does business.

In the 2014
Open Government Plan, we have advanced our commitment to openness and engagement by focusing our efforts on new initiatives and by supporting activities that maximize efficiency, increase effectiveness, and spur economic development.

Open Government Plan.
In order to implement a commitment U.S. Department of Transportation (DOT) made in its third
Open Government Plan, we are requesting each DOT Operating Administration (OA) to submit a plan establishing a system under which it makes appropriate proactive releases of DOT information and data.
The DOT began preparing for the OMB Open Government Directive by designing an Open Government framework to guide the development of
our Open Government Plan.
We began by developing a data inventory to meet the September 30, 2010 deadline identified in
our Open Government Plan, which can be found at: http://www.dot.gov/open/data/.
Building on that strong foundation, our second
Open Government Plan looked at the public engagement impact of, and public value generated by, enhancing DOT's openness.
In its first
Open Government Plan, the Department of Transportation (DOT) recognized that the Open Government initiative is about more than adopting new tools and emerging technologies — it is about effecting real policy and internal culture change to ensure that our Department truly becomes even more transparent, participatory, and collaborative, both internally and externally.

The Department of Transportation's
Open Government Plan development process follows a strategic methodology designed to guarantee the creation of meaningful programs that will fulfill the Administration's stated goals of increasing transparency, participation, and collaboration between the Federal government and citizens.
DOT leadership and employees from across the Department worked together to help create
an Open Government Plan to meet the requirements of Open Government Directive.
Our fourth

Our third

Open Government Plan in 2014 and were developed in accordance with DOT's March 2015 Memorandum on Developing a Systemic Approach for Increasing the Public Availability of Information about Agency Operations.
