This billboard is more a statement to attract other «not out of the closet» atheists, to show that the group is large enough that you no longer need to feel oppressed by religion and no longer need to feel guilty celebrating a holiday that is blanketed by believers.
And by the way, there are WAY more than 1 - 3 % Atheists / Agnostics in the U.S.. Most of us are NOT protesting Christmas (which many of us celebrate) or doing other useless and obnoxious things.
