Two months before the presidential election of 2000, the PNAC unipolarists issued a
position paper titled «Rebuilding America's Defenses: Strategy, Forces and Resources for a New Century» that spelled out the particulars of a
global empire strategy: repudiate the ABM treaty, build a
global missile defense
system, increase defense spending by $ 20 billion per year to 3.8 percent of gross domestic product, and reinvent the U.S. military to meet expanded obligations throughout the world.
Four
papers in this issue — by Sato et al. on page 1395 (1), Simons et al. on page 1421 (2), Ide et al. on page 1426 (3), and Vigny et al. on page 1417 (4)-- report on both of these magnitude 9 (M9) earthquakes, illustrating the use of networks of
Global Positioning System (GPS) detectors to reveal how the Earth's surface deformed during and after the events.
