The key methodological
issue with other parties and the
PNS / NEV is what to do about their level of candidature.
It occurred to me just now when responding to Steven Mosher that the

PNS is a bit like whether you believe in «do as to other as you'd have them do until you» because you're a Christian, or have rational self interest.
The
PNS strategy of dealing with this
issue is much better than the IPCC / UNFCCC strategy, IMO.
If there is no such agreement on this
issue then I don't see how
PNS will help.
