This is a big departure from the work of the United Nations Intergovernmental Panel on Climate Change over the last 20 years, in which scientists have periodically laid out «what if» scenarios for emissions, warming, impacts and responses, but avoided defining how much warming is too much.
The report on impacts of climate change — one of three main sections of each of the panel's periodic assessments — has long been seen by some climate scientists, including some participants in the I.P.C.C. process, as a relatively weak element in the overall effort, in part because it has less scientific literature to draw on.
It also largely echoes, at the regional level, findings on global impacts from the Intergovernmental Panel on Climate Change last year.
