First, put the fish food in a prominent location where people working at the front counter can see the comings and goings in that department.

On my visit to Montevideo, I picked the first two restaurants for their location: one at the Mercado del Puerto with a tango show in the street and one along the busy pedestrian street, with plenty of people watching, but neither with memorable food.

For instance, my budget travel to Hong Kong (spent on cheap airflights that had two stop at two countries), street food, a hostel with shared backpackers that came back rowdy and drunk, a shared bathroom for 10 people, and walking from location to location was fun, full of misadventures and memorable.

Here the main complaint was the food, as people said the restaurant isn't the best one on the island, but just nice, and did appreciate its variety and location.
