the Public School Finance Act (PSFA) and state funding for categorical programs are required to «grow annually at least by the rate of inflation plus an additional one percentage point;» and after 2010 - 11, by a rate at least equal to the rate of inflation.
When it adopted the 1988 and 1994 amendments to
