For years, minorities have been disproportionately placed in
special education classes, and
figures available indicate the complexity of this issue for one group.

education and limited - English - proficient students, from 6.8 to over 20 percent of students have been held back each year, with a peak of nearly 15,000 students retained in 1998 (see
Figure 1).

As I've pointed out before, the trick to writing an article blaming
special education is to mention a high cost for educating certain
special education students (or even a high - sounding aggregate
figure) without putting in perspective how much money that is relative to the entire school budget.
In the year prior to entering a KIPP school, 80 percent of the KIPP students are from low - income families, as measured by eligibility for free or reduced - price school breakfast and lunch (FRPL); 96 percent are either black or Hispanic; 7 percent are English language learners; and 7 percent receive
special education services (see

Nobody is sure exactly how many lawyers work exclusively on
special -
education cases, but observers put the
figure around 100 nationwide.

figures, though, include only students who attend BIA secondary schools, not public schools, according to Gaye Liea King,
special assistant to the director of the Office of Indian
Education Programs.
These coefficients differ from the mean
special education rates in
Figure 1 because they refer to differences from the mean for whites, the excluded group in the regressions.
Figure 3 shows the same coefficients from the race / ethnicity variables, with covariates included, when predicting participation in
special education (these were in the second bar for each group in
Figure 2 and now are in the first bar for each group in
Figure 3).

One day, when he was working to help one of his students
figure out a mixed - up schedule, Bustabad discovered that the
special education students at his high school were clustered together during the same period — even though they were studying different subjects — and they were struggling to fully learn the material.
Similar levels of satisfaction with
special education services are reported, regardless of whether the student was in MPCP or MPS (see
Figure 2).
No one has it all
figured out and everyone is strained by navigating

The LAUSD CAFR shows a somewhat lower expenditure amount — $ 1.318 billion [22]-- and does not provide a
figure for total
special education enrollment [23].
As
Figure 1 shows, the number of teachers with majors in
special education increased by 102 percent compared with only 33 percent for general elementary school teachers.
The retirement
figures, combined with a large number of teachers currently teaching in subjects they are not certified in, and an ongoing shortage of teachers in areas like math, science, and
special education, have researchers estimating that California could lack nearly 33,000 teachers by 2015.
It is also worth noting that the approved Preliminary 2011 - 12 Budget appears to cut a further $ 3,231,626 from
Education Services, the department in charge of
Special Education, ELL and more (this
figure may have changed slightly due to amendments, I'm using the initial Budget because the «approved Preliminary....»
Massachusetts charter schools tend to serve populations that are, in general, more socioeconomically vulnerable than the state as a whole, save for
special education (
Figure 2).
The numbers, distributed at recent speeches by Mecklenburg County attorney Richard Vinroot, a former Charlotte mayor and GOP gubernatorial candidate who's a major
figure in North Carolina's school choice movement, claim that the state's charters serve a greater percentage of students who qualify for free and reduced lunch as well as
special education classes than do traditional public schools.
But the Department for
Education figures showed the number of pupils with
special needs (SEND) without a school place last year had more than doubled from 1,710 in 2016.
