I just cut and sew the size I need and then make a series of button holes around the top and thread it with grosgrain ribbon (which I can usually find «end of spool» discounts
at the local cloth store... also the
scraps section of the
fabric store is a great place to find inexpensive
fabric to make the bags).
If you have a lot of
fabric scraps lying around, you might want to try your hand
at string quilting (strip piecing).
This is a fantastic way to use up your smallest
fabric scraps and be introduced to quilting techniques
at the same time.

Between you and me, these napkins and napkin rings came in
at $ 1 per place setting because I had a handy 50 % off coupon for the napkin
fabric, and I used some
scrap fabric already on hand for the napkin rings.
The colors were woven through everything from our cute little polka dot paper plates I found
at Target, to our delicious packets of Tazo tea and fun fruity cold drinks to our springy TJ Maxx tablecloths, loads of
fabric scraps for our craft making spring flower pins, and the absolutely gorgeous tulips and flowers we had in mason jars throughout the room.
My headboard is nothing more than lumber
scraps I got
at Home Depot for less than a dollar with some batting and
fabric stapled to it.
These could easily be made up for favors
at a children's party and I love that I could use up some of my
fabric scraps.
