In 1983, the National Center of State Courts in Williamsburg, Virginia, was contracted to serve as secretariat of the organization, and Stanley Cohen, a
sociology professor at the
University of Oregon Health Sciences and a founding member of AFCC, was
named executive director, serving in that role until 1988.
