the State Public Health Officer to investigate reports of out - of - state outbreaks of communicable diseases caused by contact with a dog or cat to determine the extent, source, and location of the disease and the probable impact it would have on California.
If
the State Public Health Officer finds that importation of dogs or cats from these areas could pose a risk of outbreak of any communicable disease that is dangerous to people, the State Public Health Office could issue an order prohibiting importation of those dogs or cats.
