The change to a FITF
system brings the United
States into
alignment with the European Patent Office (EPO) and many other countries.
With both
systems going to scale in the 2016 - 17 school year, TEA requested assistance to support implementation fidelity and ensure
alignment with the
state's integrated supports for educator and leader quality.
These key ingredients of change, taking a
systems approach, can be applied to district and
state - level action and policy — which are ideally working in
alignment with each other.
Brown noted the progress of several
states around the above goals, noting rapid progress on strengthening the
alignment and standards, but noting that
states have made less progress in the area of creating effective accountability
systems.
This model will include career pathways that do not require teacher leaders to leave the classroom; flexible classroom schedules and differentiated compensation; and
alignment with the
state's licensure
system and the district's mentoring and induction programs.13
To ensure
alignment with the Common Core
State Standards and promote deep math learning, teachers can use the Math Design Collaborative
system in conjunction with their current math curriculum.
Almost 4 years in the making, these K - 12 assessment
systems came online this spring as
states started to «test the test» to ensure that assumptions made about content
alignment, use of technology, and ease of use for both students and teachers alike were on target.
Thus using tests like those in the FAST ™
system, that have demonstrated
alignment with CCSS, educators can be confident that students who have met FAST ™ benchmarks will be highly likely to meet
state benchmarks as well.
These include: · Use of instructional programs and curricula that support
state and district standards and of high quality testing
systems that accurately measure achievement of the standards through a variety of measurement techniques · Professional development to prepare all teachers to teach to the standards · Commitment to providing remedial help to children who need it and sufficient resources for schools to meet the standards · Better communication to school staff, students, parents and the community about the content, purposes and consequences of standards ·
Alignment of standards, assessment and curricula, coupled with appropriate incentives for students and schools that meet the standards In the unlikely event that all of these efforts, including a change in school leadership, fail over a 3 - year period to «turn the school around,» drastic action is required.
Only three
states (6 %) acknowledged a lack of
alignment and foresaw a continuing lack of
alignment between their standards and their assessment
system.
As
states work feverishly to roll out summative teacher evaluation
systems in
alignment with new federal guidelines, much of the discussion has centered on sources of evidence.
First, I will say that as a former person in charge of teacher preparation in the
state of New York that the portions of this report that talk about the importance of
alignment, of the higher education
system and the P12
system, and really understanding the ways in which we're providing opportunities for teacher candidates to have longer residencies and we're thinking about ways in which teacher candidates are participating in coursework and practice, experiences that allow them to really apply what they're learning in ways that they're getting more at bats and they're becoming more confident and they're entering the
system with a set of skills that are gonna help close those gaps and help those secondary students be successful is important.
This includes an audit of the courses, programs of study, postsecondary
alignment and extended learning opportunities (or work - based learning) currently available in the
state's six career fields (agriculture, health sciences, communication and information
systems, business, education, and skilled and technical sciences).
Of special note here is also the following finding: «In half of the
systems [in which researchers investigated these
systems], there [was] a strong and clear expectation that there be
alignment between a teacher's value - added growth score and observation ratings... Sometimes this was a
state directive and other times it was district - based.
Yet most Colorado districts were forced to create new evaluation
systems in
alignment with the new law or adopt the
state system, and most did the latter.
The
state - wide systemic reform movement of the 1990s taught us that
state - led standards and testing
systems would produce too much variability in quality and
alignment.
A key issue in designing the NORC online
system was how to report across the
states on the
alignment of assessments to college - and career - readiness standards.
Some of the topics discussed included the economic and equity imperitatives of the college - and career - ready agenda, Common Core
State Standards implementation, defining career readiness, K - 12 and postsecondary
alignment, competency - based education
systems, college - and career - ready reporting and accountability, and transition to college - and career - ready assessments.
That said, as the
state builds its accountability
system and there are opportunities for
alignment, CCSA staff will adjust its Framework to ensure as much
alignment with
state and federal accountability efforts as possible.

systems and institutions can learn from: California
