VSEP — The Virginia
Substitute Evaluation Program provides students with disabilities who are unable to participate in the regular SOL assessments with an alternative means of meeting the testing - related graduation requirements.
All students who participate in the regular Standards of Learning (SOL) assessments, Virginia Grade Level Alternative (VGLA), Virginia
Substitute Evaluation Program (VSEP), or SOL Plain English Mathematics test should participate in NAEP using NAEP accommodations as appropriate.
These assessments include the Virginia Alternate Assessment Program, Virginia Grade Level Alternative, Virginia
Substitute Evaluation Program and the Virginia Modified Achievement Standards Test.
These programs currently include the Standards of Learning testing program, the Virginia Alternate Assessment Program, the Virginia
Substitute Evaluation Program, the Virginia Grade Level Alternative and the National Assessment of Educational Progress.

evaluation and grievance process, and the right to full unbiased consideration for contractual employment.
