Love the TR and Uncharted games and their is no denying they both look great.

Partly I'm sure because the games they supported (Ryse, SSO, QB, etc and even the TR deal — which I enjoyed) didn't pan out for them.

The reason why they were able to pull off 1080p / 60 fps for TR Definitive Edition was because it was made for last gen which means room for improvement in current gen. ROTTR was made to current gen specs they can't just magically make it 1080p / 60 fps unless you want the game to run poorly.
