reform — loosely defined as support for charter school expansion and enhanced classroom standards and
evaluations — had largely subsided as a major issue
in 2016 for state lawmakers, but had bitterly divided the Capitol
in 2015 as Gov. Andrew Cuomo sought to develop new standards for public school
teachers.
During a speech at the Rockefeller Institute of Government
in Albany, King offered education
reforms such as the Common Core standards and
teacher evaluations as vehicles of greater equality
in schools.

Cuomo is linking up to $ 1.1 billion
in new spending for education to enacting a number of his education
reform proposals, including lifting the cap on charter schools and a new, more stringent
teacher evaluation process.
Mr. Cuomo had declared he would boost education funding by just over $ 1 billion only if the legislature agreed to adopt his
reform plans — which included state receivership of failing schools, an increase
in the charter cap, new
teacher evaluations based on state exams, and changes to
teacher tenure.
«By passing legislation to raise the charter cap,
reform charter schools, improve
teacher evaluation, and invest
in tracking educational outcomes, the Senate Democratic Majority helped give New York the competitive advantage it needed to become a finalist
in the Race to the Top,» Sampson crowed.
But Mr. Malatras has been particularly visible
in pushing Mr. Cuomo's education
reform agenda, authoring a long and public letter to the state's Board of Regents and liaising with various interests
in Albany as all sides gear up for a post-budget fight over the specifics of
teacher evaluations.
Walcott warned that his successor will be
in a «unique» situation after he leaves on Dec. 31, jumping
in mid-year to take over «a lot of new things that [are]
in process right now, like our
teacher evaluation, the total ramping up of the new Common Core and making sure we continue

What makes this year different is that Cuomo is pushing for education
reform measures
in the budget — including a tougher
teacher evaluation criteria and a receivership program for struggling (AKA «failing») schools.
Democratic lawmakers
in that chamber already have a number of issues they have to get done: rent control, monitoring the regulations for the new
teacher evaluation law and an extension of mayoral control for New York City schools and criminal justice
reform, just to name a few.
The Assembly Democrats and Senate GOP are
in agreement — again, conceptually — when it come to revisiting the education
reforms, especially the
teacher performance
evaluation system, they agreed to
in the budget deal.

Cuomo did win an ethics
reform package,
in a slightly watered down version, and he succeeded
in a new
teacher evaluation plan, though it will not be designed to his specifications.
Still, state lawmakers
in both chambers are supporting changes to the education measures approved
in the budget last month, including
reforming the contentious
teacher evaluation criteria and the regulation - making process.
While ethics
reform may be dominating much of the conversation
in Albany, education advocates are hoping the public and lawmakers don't forget there's much work to be done regarding
teacher evaluations.
It said the administration plans to introduce education «

in 12 topic areas, including

Making

At Tuesday's meeting, Pryor and his staff reported on progress made
in key
reform areas, including a new
teacher evaluation system and a new set of academic goals called the Common Core State Standards.
Nationally, Natale's words struck a chord as
teachers everywhere are dealing with
reforms similar to those implemented
in Connecticut this year — a new
teacher evaluation system, new academic standards known as the Common Core State Standards, and the trial of a new computerized testing system.
Cuomo's ambitious education
reform proposals include raising the charter cap by 100 slots, weighing standardized tests more heavily
in teacher evaluations and linking
evaluations with tenure awards, among other
reforms.
