After extensive research on teacher evaluation procedures, the Measures of Effective
Teaching Project mentions three different measures to provide teachers with feedback for growth: (1) classroom
observations by peer - colleagues using validated scales such as the Framework for
Teaching or the Classroom Assessment Scoring
System, further described in Gathering Feedback for
Teaching (PDF) and Learning About
Teaching (PDF), (2) student evaluations using the Tripod survey developed by Ron Ferguson from Harvard, which measures students» perceptions of teachers» ability to care, control, clarify, challenge, captivate, confer, and consolidate, and (3) growth in student learning based on standardized test scores over multiple years.
Proponents of evaluation
systems that include high - quality classroom
observations point to their potential value for improving instruction (see «Capturing the Dimensions of Effective
Teaching,» Features, Fall 2o12).
Based on my
observations, the lives of the high school students I
teach are hemmed in everywhere by social pressures and expectations: high - stakes testing, the looming shadow of college admissions, the fiercely competitive school
system, the painful process of figuring out who you are, and the ubiquitous desire for peer acceptance.
Despite decades inside schools, Elmore himself has never

teach (elementary / middle / high school, alternative assessment, English as a New Language, content areas, etc).

observations are closely aligned to student learning gains in classrooms.49 According to Lori Johnson, a participating TAP master teacher in Phoenix, «It was the best decision I ever made professionally.
As will be discussed later, many states and districts use teacher evaluation
systems, particularly teacher
observation, to try to determine which instructional moves lead to increased student learning, but research has yet to definitively identify a consistent and robust catalogue of specific practices that constitute effective
teaching.
