In 2015, the 84th Texas Legislature passed HB 2804, which changed
the Texas school accountability system so that every campus and district / charter receives one of five ratings from A through F, both on five separate domains and also combined into a single overall grade.

The
Texas Legislature should tie to a new
school finance
system that meets the needs of equity and adequacy bold, comprehensive reform legislation to take
Texas to the next level of
accountability.
When
Texas put into place the most rigorous education
accountability system in the country in 2009, we thought we were at the culmination of a journey of over 20 years toward a
Texas high
school diploma that truly represents post-secondary readiness, but somehow we lost our courage and the pushback to that enhanced rigor has been relentless, resulting in a lowering of expectations and a gutting of the standards.
For the past year in almost every available venue, opponents of high stakes standardized assessments of public
school student achievement have been droning on about the perceived oppression of the
Texas public
school accountability system, which has been rated by national education organizations as having produced the best high
school graduation standard in the country when fully implemented.
Gardner provided leadership for statewide initiatives such as
Texas» higher education planClosing the Gaps by 2015, the college and university electronic library resource sharing consortium, the
Texas Accountability System for Higher Education, and the
Texas Public Education Information Resource, which includes information on all students enrolled in
Texas public
schools, as well as public and private higher education institutions in
Texas.
Under the
Texas Education Code (TEC), section 42.006, originally passed in 1995, the
Texas Legislature requires TEA to collect a range of student data via the Public Education Information Management
System (PEIMS) program that is used as the basis for education policy decisions, for
accountability and determining
school funding, and — on a strictly FERPA - compliant basis — for education research.
This preliminary glance at how
schools would look under the new
accountability system was done because HB 2804 requires the
Texas Education Agency to give the 85th Legislature a work - in - progress update by January 1, 2017.
Those of us who are involved with PreK - 12 education reform have been dealing with a major firestorm of pushback to the
Texas public
school accountability system and its high stakes standardized assessments that were adopted in 2009.
Schools that perform well will be able to petition
Texas Education Commissioner Mike Morath to build their own
accountability system, one that could make up a maximum of 50 percent of their overall grade.
Texas, New Hampshire, Minnesota and New York are among those that have also developed more holistic
school accountability models under the waiver umbrella and officials in those states have reported that they believe their
systems align well with the goals of ESSA.
The PSP serves as a member of the campus intervention team (CIT) that is assigned to campuses with low performance in the state
accountability system as stipulated in
Texas Education Code (TEC) § 39.106 (a) and / or supports priority
schools identified under the USDE flexibility waiver.
Though the work with the
Texas High Performance
Schools Consortium, College Station ISD has constructed a meaningful
accountability system that measures what this community believes is important.
School choice in
Texas can supplement the state's top - down
accountability system with a bottom - up
accountability system, and the resulting competitive environment will drive improvement for all.
As we begin the new
school year and, in
Texas, look toward the next level of
school performance
accountability, I believe it is important that we look beyond the test - driven
accountability system, as useful as it has been, for more instructive leading indicators of progress toward excellence in public education.
Recent
Texas Aspires briefs on two issues deserve particular attention — the expansion of district and charter
school partnerships and the prevention of further dilution of the K - 12
accountability system.
Texas got final approval Monday from the U.S. Department of Education for its
school improvement and
accountability plan, including a portion of its new
system for grading
schools.
