Lawyer Philip Cooney, a CEQ chief of staff and a 15 - year veteran of the American Petroleum Institute, spent the first term of the administration editing science reports from various agencies on
climate change to downplay the role of greenhouse gas emissions — emphasizing elements of uncertainty from a 2001 National

climate change, according to an investigation by the
U.S. House of Representatives Committee on Oversight and Government Reform.
The
research is unique in linking local population
changes for multiple bird species to broad - scale
climate changes, says Beatrice Van Horne, a wildlife researcher at the
U.S. Forest Service in Arlington, Virginia: «Things that happen at a large scale are hard to see because local variance often confuses us.

Kevin Trenbeth, a
climate scientist at the National Center for Atmospheric
Research in Boulder, Colo., said the study didn't account for
changes in sea surface temperatures, which are the main drivers of
changes in the position of the rain belts (as is seen during an El Nino event, when Pacific warming pushes the subtropical jet over the Western
U.S. southward).
The
U.S. Global

In a letter sent to Senate leaders on 24 February and released earlier this week by the Massachusetts - based Woods Hole
