Two sets of proceedings before the court concerned the new unified contract, introduced on 1 April 2007, for the provision of publicly funded civil legal aid work.
The new unified contract for the provision of publicly funded civil legal aid work did not conform to the principle of transparency, pursuant to regs 4 (3) and 9 of the Public Contracts Regulations 2006, (SI 2006/5)(the Regulations).
